Haarp Belief and provoking earthquakes is falling, at least it seems that some say was located in Peru.
Ours (Jicamarca Radio Observatory) was a rather simple set of antennas. Perhaps little compared to the famous Alaskan HAARP facilities in USA.
itself will most obvious being the use of scientific research and most likely can be applied to alter the weather but still not be enough to be as accurate as to give military we say.
Something that could be possible alternative is the existence of similar projects, but larger, very secret and again NOT to create earthquakes, but perhaps (always hypothetical) to alter, or counteract the telecom spying (which itself can be used as weapon).
